First off, I'm new to this sport as well. Picked up my first fly rod last year, and pardon the pun, I'm hooked.
From researching and reading numerous websites, I believe that the tippett material should be of the same diameter as the leader material you're using. And yes, as the leader is shortened (from normal use and fly replacment) it's replaced with the tippett material.
